HEALTH & SAFETY

Students must understand the roles, responsibilities, enforcement, penalties for non-compliance, and required documentation for current health and safety legislation and regulations that apply to design surveying and planning for construction. 

 

TASK 1

Desktop research. To put together a case study covering: 

  1. Roles & responsibilities under the Health and Safety at Work Act 1974 (HSAWA 74):
    • Employer
    • Employee
    • Directors 
    • Enforcement Agencies
  2. Powers of the Health & Safety Executive  (HSE) Inspector and penalties for non-compliance and enforcement action.
  3. Review of the Wates Operating Framework (OF) and key documentation for current health and safety legislation and regulations that apply to:
    • Design, surveying, and planning for construction.
    • Choose one of the identified legislations in Sections 1.1.2 – 1.1.7

TASK 2

Essay: The Principles of Liability. Explain the insurance costs of accidents concerning the Iceberg Model. 

  • Show a clear understanding of the Tort of Negligence
  • Summarise Blyth v Birmingham Waterworks Co (1856)
  • Explain "The Duty of Care"
  • Explain "Vicarious liability" by giving a construction example
  • Explain "Public Liability" giving a construction example
  • Employer "Employer Liability" giving a construction example
  • Explain “So far as reasonably practicable”

TASK 3

Students must understand the implications of poor Health and Safety performance and the benefits of addressing poor Health and Safety for design, surveying and planning in construction.

To put together a case study of what the implications are for non-compliance covering the following:

  • Critical findings from the project, site office and sub-contractors at work. (Minimum of 3 project visits).

  • Students to identify risks or compliance issues on sites using Wates Del-026 Visiting Manager’s Report
  • Explain the benefits of undertaking safety reviews, including non-compliance
  • Explain the possible implications of and penalties for non-compliance using construction examples
  • Share best practices found during on-site visits and the benefits

TASK 4

Risk assessment and method statement (RAMS) for construction task.

  • Understand HAZARD, RISK, SEVERITY & LIKELIHOOD
  • Understand Risk assessment and Method Statement
  • How to review a RAMS Challenge & Show Me
  • Identify a construction task and complete a set of RAMS for the activity

TASK 5

To put together a case study of understanding the need for safety-conscious behaviours used in construction. Show a clear understanding of the following:

1) Theories of Construction Accident Causation Models (2 Examples)

  • Heinrich's Domino Theory
  • James Reason's Swiss Cheese model


2) Identify the top 3 construction industry accident areas and compare them with Wates incidents.

3) Identify and explain Wates’ internal approach to analysing accident/incident trends, near misses, and types of accidents

4) Suggestions and recommendations for Wates improvements, justified by statistical analysis
